Summary Report on Major Projects and Expenditure
Fourteenth Five-Year Plan – 2023–2024
Pampady Grama Panchayat
The following is a brief summary of the major projects implemented through various officers under the Fourteenth Five-Year Plan of Pampady Grama Panchayat, based on the Implementing Officer-wise Expenditure Report for 2023–2024.
1. Agriculture Department (Agriculture Officer)
Various projects were planned for the smooth functioning of the Krishi Bhavan and for supporting farmers.
Krishi Bhavan Office Expenses:
An amount of ₹30,000 was allocated for electricity bills, stationery and other office expenses, of which ₹20,592 was spent.
Seed Distribution:
An amount of ₹1,00,000 was allocated for the distribution of seeds.
Distribution of Irrigation Pump Sets:
A total of ₹4,00,000, including the General and SCP components, was allocated, of which ₹1,53,842 was spent.
Tuber Crop Kit Distribution:
An amount of ₹3,00,000 was allocated for the project and the entire amount was utilised.
2. Animal Husbandry Department (Veterinary Surgeon / Dairy Extension Officer)
Several large-scale projects were implemented targeting dairy farmers and women beneficiaries.
Dairy Cow Rearing – Women:
An amount of ₹12,00,000 was allocated for this project.
Backyard Poultry Farming – Women:
An amount of ₹15,00,000 was allocated for the poultry farming project, of which ₹7,35,600 was spent.
Veterinary Hospital Requirements:
- Purchase of medicines – ₹95,000
- Contingency expenses – ₹70,000
Cattle Feed Distribution:
A substantial amount was allocated for the distribution of cattle feed to dairy cows through the Dairy Extension Officer, with approximately ₹27,06,241 utilised for this purpose.
3. Health Department (Medical Officer – PHC/Homoeopathy/Ayurveda)
Several projects were implemented for improving healthcare infrastructure and ensuring public health and safety.
Comprehensive Cancer Control Programme – Kottayam:
An amount of ₹1,21,067 was allocated for cancer-control activities.
Palliative Care:
An amount of ₹9,00,000 was allocated for palliative care activities, of which approximately ₹8,46,280 was spent. An additional ₹4,00,000 was allocated for the purchase of palliative care beds.
Homoeopathic and Ayurvedic Dispensaries:
- Medicines for Homoeopathic Dispensary – ₹1,50,000
- Medicines for Ayurvedic Dispensary – ₹7,00,000
- Purchase of racks for the Ayurvedic Hospital – ₹96,700
4. Fisheries Department (Sub-Inspector of Fisheries)
“Muttathoru Meenthottam” (A Fish Pond in Every Courtyard):
An amount of ₹1,60,000 was allocated for promoting fish farming, of which ₹64,000 was spent.
5. Social Welfare and Waste Management (VEO / ICDS Supervisor)
Priority was given to SC development, housing and waste management.
Housing Improvement:
Substantial amounts were allocated for housing renovation and improvement projects for General and SC beneficiaries. Up to ₹30,00,000 was allocated for the General category.
Study Room Construction:
Significant amounts were allocated for providing study rooms for SC students.
Waste Management:
- Distribution of source-level waste-management equipment (Jibin) – ₹5,59,000
- Removal of waste from the Material Collection Facility (MCF) – ₹24,00,000
Anganwadi Development:
Funds were provided for the purchase of utensils for Anganwadis, construction of wells and payment of remuneration to Anganwadi workers.
6. Public Works and Other Infrastructure (Assistant Engineer)
A substantial amount was allocated for the development of roads and public lighting facilities in the Panchayat.
Road Construction and Concreting:
Significant amounts were spent under the supervision of the Assistant Engineer for the renovation and concreting of several rural roads, including:
- Punnamaramana Road
- Karickalpady Road
- Alootthpady Road
- Alummavu–Vennimala Road
- Elimattam–Vattakan Road
- Various other rural roads.
Street Light Maintenance:
Considerable funds were allocated and utilised for the installation of LED lights and repair and maintenance of street lights.
Water Charges:
An amount of ₹11,47,000 was allocated towards drinking water supply charges, of which ₹5,64,163 was paid.
Summary
During 2023–2024, Pampady Grama Panchayat utilised its plan allocation by giving balanced importance to the productive sector (agriculture and animal husbandry), service sector (healthcare, education and housing), and infrastructure development (roads and street lighting).
The projects reflect the Panchayat’s focus on improving agricultural and livelihood opportunities, strengthening essential public services, supporting vulnerable sections of society, improving waste management and developing basic infrastructure for the local population.
