Summary of Expenditure Report – Fourteenth Five-Year Plan
In connection with the Fourteenth Five-Year Plan (2013–2014) of Pampady Grama Panchayat, a summary of the expenditure reports submitted by various Implementing Officers is given below.
Major Findings and General Summary
The report mainly covers various development projects implemented by the Panchayat, the amounts allocated for those projects, and expenditure incurred from different funds such as the Development Fund, Maintenance Fund, General Fund, SCP, Grants, etc.
According to the total figures given at the end of the report:
- Grand Total Allocation: ₹7,01,18,477 (approximately ₹7.01 crore)
- Grand Total Expenditure: ₹4,04,09,698 (approximately ₹4.04 crore)
Department-wise Major Projects and Expenditure
1. Agriculture Officer
Several projects were implemented to increase productivity in the agricultural sector.
Major projects: Biogas development, agricultural mechanisation, irrigation works, and well construction.
- Total Allocation: ₹13,71,396
- Total Expenditure: ₹6,73,995
2. Veterinary Surgeon
This section includes various assistance schemes for dairy farmers and livestock development.
Major projects: Distribution of poultry, construction of cattle sheds, and purchase of medicines for cattle.
- Total Allocation: ₹25,23,000
- Total Expenditure: ₹10,55,050
3. Medical Officers – Health Sector
Expenditure was incurred in three major areas: Allopathy, Homoeopathy, and Ayurveda, for providing healthcare services to the public.
- Medical Officer (PHC/CHC): ₹4,19,779 was allocated for palliative care, national health programmes, disease prevention and related activities, of which ₹3,93,029 was spent.
- Homoeo Medical Officer: ₹1,25,000 was allocated for the purchase of medicines for the Homoeo Dispensary, and the entire amount was utilised.
- Ayurveda Medical Officer: ₹3,25,000 was allocated for the purchase of medicines for the Ayurvedic Dispensary, and the entire amount was utilised.
4. Village Extension Officer (VEO)
This section received substantial allocations for the welfare of Scheduled Caste (SC) communities, housing and education.
Major projects: Distribution of furniture to students, well maintenance, IAY housing assistance, and various projects for SC students.
- Total Allocation: ₹30,47,500
- Total Expenditure: ₹22,25,604
5. ICDS Supervisor
This section covers welfare programmes for women, children and persons with disabilities.
Major projects: Additional remuneration/allowances for Anganwadi workers and scholarships for persons with physical and mental disabilities.
- Total Allocation: ₹33,88,500
- Total Expenditure: ₹33,22,688
This indicates a very high level of utilisation of the allocated funds in this sector.
6. Assistant Engineer – LSGD
The largest number of projects were implemented under this category, particularly in the area of basic infrastructure development, including roads and buildings.
Major projects: Construction of the Panchayat office building; renovation of various Anganwadis such as Parakkavu, Annayi, Navodaya and Vattamala; drinking water projects at Choorakkatti, Kunnelpeedika and Kampanithanam; and a large number of road concreting and re-tarring works.

- Total Expenditure: ₹2,09,49,011
7. Dairy Farm Inspector
An amount of ₹6,82,009 was allocated for dairy development-related activities, and the entire amount was utilised.
Other Major General Development Projects
The report also mentions several other important public development activities, including:
- EMS Housing Loan Repayment
- MGNREGS Contribution: ₹6,90,000
- Installation and maintenance of street lights, including CFL, LED and solar-powered street lights
- Source-level waste management: ₹19,99,600 was allocated, of which ₹7,68,689 was spent
- Support to Government Schools: Expenditure towards midday meal preparation in Government LP Schools and contribution to SSA (Sarva Shiksha Abhiyan).
