Thirteenth Five-Year Plan – 2017–2018

Pampady Grama Panchayat

The following is a summary of the Implementing Officer-wise Expenditure Report for the Thirteenth Five-Year Plan of Pampady Grama Panchayat for the year 2017–2018.

1. Agriculture Officer

Funds were allocated and utilised for various agricultural development projects.

Major projects:

  • Distribution of grow bags
  • Distribution of irrigation pumps
  • Expansion of fruit tree and spice cultivation
  • Total Plan Allocation: ₹7,74,023
  • Total Expenditure: ₹10,16,869, including additional expenditure under the Maintenance Fund.

2. Veterinary Surgeon

A substantial amount was allocated for the development of the animal husbandry sector.

Major projects:

  • Distribution of poultry
  • Special calf-rearing programme
  • Purchase of medicines for the veterinary hospital
  • Installation of UPS equipment
  • Total Plan Allocation: ₹14,52,850
  • Total Expenditure: ₹25,68,200

3. Medical Officers

Funds were utilised under three major health-related categories.

PHC/CHC:

  • Distribution of palliative care medicines – ₹59,985
  • Comprehensive disease-prevention activities – ₹1,50,000
  • Total expenditure under PHC/CHC: ₹7,50,741

Homoeopathy:

  • ₹50,000 was spent for the functioning of the Homoeopathic Hospital.

Ayurveda:

  • ₹5,00,000 was allocated and utilised for the functioning of the Ayurvedic Hospital.

4. Village Extension Officer (VEO)

This section gave priority to housing and sanitation-related activities.

Major projects:

  • Completion of house construction – ₹6,80,000
  • Source-level waste management through ring compost – ₹5,00,000
  • Well renovation under the General category – ₹1,85,00,000
  • Making houses habitable and other housing-related projects

According to the figures available on the relevant pages of the report:

  • Total Plan Allocation through VEO: ₹1,97,15,000
  • Total Expenditure: Approximately ₹1,86,50,000

5. ICDS Supervisor

Funds were allocated for child welfare and women’s development activities.

Major projects:

  • Nutritional food distribution through Anganwadis for the SC category – ₹2,00,000
  • Scholarships and travel allowances for persons with physical and mental disabilities – ₹8,50,000
  • Purchase of equipment and chairs for Anganwadis – ₹25,00,000
  • Total Expenditure: ₹53,69,656

6. Assistant Engineer

This category mainly covers infrastructure development, road construction and maintenance of public buildings.

Major projects:

  • Construction of the Kaliparakkal–Myladi Check Dam – ₹14,90,000
  • Renovation of the Panchayat Office Front Office and construction of the Record Block
  • Drinking water supply projects in various wards
  • Installation of LED street lights
  • Construction of wells
  • Construction and renovation of Anganwadi and school buildings, including Kattamkunnu Anganwadi, Karichimala Anganwadi and St. Thomas Government L.P.S.
  • Concreting and widening of roads, including Kannelpady Road, Oommen Chandy Nagar Road and Shanthinagar Road

  • Total Expenditure: ₹2,22,99,669

Summary

During 2017–2018, Pampady Grama Panchayat implemented various development and welfare projects using the Development Fund and Maintenance Fund, giving importance to agriculture, animal husbandry, healthcare, housing, social welfare, roads, drinking water and other basic infrastructure.

Among these, the largest expenditure was incurred on housing-related activities, well renovation and public works under the Assistant Engineer. The projects reflect the Panchayat’s focus on improving basic infrastructure and essential services while addressing the welfare needs of different sections of the local community.
