Summary Report on Expenditure under the Thirteenth Five-Year Plan – 2020–2021

The following is a brief summary of the expenditure incurred in connection with the implementation of the Thirteenth Five-Year Plan of Pampady Grama Panchayat during 2020–2021.

Major Sectors and Projects

1. Agriculture Sector

Various projects were implemented under the Agriculture Officer to promote vegetable and tuber crop cultivation.

Major projects included:

  • Promotion of vegetable cultivation through the provision of organic manure and lime under the 2020–21 programme.
  • Subhiksha Kerala Scheme: Financial assistance for bringing fallow land under cultivation and implementing various Subhiksha Kerala projects.
  • Promotion of tapioca cultivation.
  • Expansion of rooted pepper vine cultivation.
  • Expansion of tuber crop cultivation.
  • Fruit tree and spice cultivation.
  • Small-scale honeybee cultivation.
  • Other agricultural development activities.

2. Animal Husbandry

Extensive projects were implemented under the supervision of the Veterinary Surgeon for animal husbandry and dairy development.

Major projects included:

  • Subhiksha Kerala Poultry Distribution: A scheme to promote poultry farming.
  • Calf-Rearing Programme: Substantial funds were allocated for special calf-rearing programmes.
  • Goat-Rearing Scheme: Special goat-rearing projects for beneficiaries under the Scheduled Caste (SCP) category.
  • Veterinary Hospital Development: Funds were utilised for contingency expenses and the purchase of medicines for the veterinary hospital.

3. Health and Sanitation

Healthcare facilities were strengthened under the supervision of the Medical Officers of the PHC, Homoeopathy and Ayurveda departments.

PHC/CHC Development:

  • Funds were allocated for contingency expenses and the purchase of medicines for Primary Health Centres.
  • Comprehensive disease-prevention activities were implemented for public health protection.

Homoeopathy and Ayurveda:

  • Funds were utilised for the purchase of medicines and provision of services at the Government Homoeopathic Dispensary and Government Ayurvedic Dispensary.

4. Social Welfare and Education

ICDS Activities:

Projects were implemented for:

  • Contingency expenses of Anganwadis.
  • Nutritional food distribution, including SCP-related programmes.
  • Purchase of essential equipment for Anganwadis.

Welfare of Persons with Disabilities:

Scholarships and travel allowances were provided to persons with physical and mental disabilities.

Educational Benefits:

Various educational infrastructure and welfare projects were implemented, including:

  • Purchase of equipment for Government LP Schools.
  • Smart classrooms/rooms.
  • Construction of compound walls.
  • Construction of toilets.
  • Distribution of laptops to SC/ST students.
  • Provision of study-room facilities for SC/ST students.

5. Housing and Infrastructure Development

Extensive construction and infrastructure development activities were carried out under the supervision of the Village Extension Officer (VEO) and Assistant Engineer.

LIFE Mission:

LIFE Mission housing projects were implemented for General and SC beneficiaries.

Housing Renovation:

Financial assistance was provided to make houses of General, Scheduled Caste and Scheduled Tribe beneficiaries habitable.

Road Construction and Maintenance:

Substantial amounts were spent on:

  • Re-tarring of roads.
  • Re-concreting of roads.
  • Construction of Irish drains.
  • Renovation of footpaths.
  • Other road maintenance and development works in various wards.

Drinking Water and Sanitation:

Projects included:

  • Construction of borewells in various wards.
  • Construction of check dams.
  • Conversion of open wells into sanitary wells.
  • Well-recharging projects.
  • Installation of rainwater harvesting systems.
  • Other drinking water and sanitation-related works.

Waste Management:

Financial assistance through the Viability Gap Fund (VGF) was provided to the Haritha Karma Sena, along with waste-management equipment and facilities.

6. General Administration

Under the supervision of the Grama Panchayat Secretary, various administrative and institutional requirements were addressed, including:

  • Repayment of housing loan interest.
  • Maintenance and repair of the Panchayat Secretariat building.
  • Continuing activities related to ISO certification/implementation.
  • Purchase of computers, printers and projectors for the Panchayat Office.
  • Other administrative requirements.

Street Lighting:

Solar street lights and high-mast lights were installed in various wards, and arrangements were made for their maintenance.

Summary of Fund Utilisation

The projects in the report were classified under various funding categories, including the General category, Scheduled Caste Plan (SCP) and other grants. The Plan Fund and Maintenance Fund were utilised for implementing the projects.

Overall, the report indicates that a large number of development and welfare projects were successfully completed or had reached various stages of completion, covering agriculture, animal husbandry, healthcare, social welfare, education, housing, roads, drinking water, sanitation, waste management and general administration.
